Every institution sets up a certain strategy for the work flow, and this strategy is variable accordingly. It's not a condition for the plan of the strategy to be a written form, or a fixed concent. It could be an unplanned idea, or a pop up thought, whatever helps to reach the desired goal. The existence of such institutions help the individual to take decisions and initiatives, better than waiting for the events all arround. On the other hand, Organizations that have clear strategy and are always with a clear vision for future is a good sign for the upcoming events in the area.
